per fermare il commercio di carne di cane.

 Breve storia del commercio di Carne di Cane

Tradizionalmente, i cani erano sacrificati e la loro carne mangiata quando una famiglia si trovava in cattive acque, o quando si trovava di fronte alla morte. Si credeva che lo spirito del cane proteggesse e guardasse gli spiriti della famiglia in vita Tuttavia questa non era una pratica frequente. Avidità e corruzione hanno trasformato il rituale in un'industria commerciale che massacra più di 500.000 cani all'anno nelle Filippine. Sebbene molti Filippini detestino questa pratica e non mangino carne di cane, è ancora praticata nella città e nei dintorni di Baguio e nella Regione delle Cordilleras.

 

Qual'è la legge attuale?

L'Atto del 1998 sul Bene degli Animali Filippini (sezione 8 del Atto della Repubblica N.8485) proibisce la tortura degli animali con l'eccezione del bestiame. Inoltre prevede un'eccezione per l'uccisione per scopi religiosi. Sfortunatamente, l'Atto fallisce per tre ragioni: (1) non c'è un divieto diretto contro il commercio di carne di cane; (2) le multe sono irrisorie; e (3) C'è una mancanza di rispetto della Legge dovuta alla depravazione e corruzione di funzionari e poliziotti.

Quanto costa ad un commerciante mantenere questo massacro di cani per avere profitto:

· I commercianti si dichiarano colpevoli e pagano una multa da un minimo di 1000 pesos (P1.000=C16,00 euro) ad un massimo di 5000 pesos (P5.000=C79,00 euro).

· E' più conveniente per i Commercianti pagare una multa perché è inferiore alla corruzione di un poliziotto.

· E' un'industria di 3 milioni di Euro ed il pagamento di una multa è un piccolo costo nel commercio.

 Che cosa deve essere cambiato?

Siccome questa crudele industria commerciale procura un flusso fisso di entrata non solo ai commercianti ma anche a funzionari e poliziotti, il commercio di carne di cani resta incolume dall'Atto Sociale. Tuttavia, il progetto di Legge 2991 che procura una pena più severa ai commercianti di carne di cane, è in sospeso alla Commissione di revisione delle Leggi. Introdotta dal Rappresentante Francis Escudero,la creazione del progetto era basato sulla necessità di aggiornare un Atto, nobile come gli obiettivi della legge, ma dove i commercianti rimangono inafferrabili perchè le pene non sono realistiche. Le Pene devono essere incrementate.

Che cosa puoi fare?

Il NOSTRO SCOPO è ottenere PIU' di 50.000 firme entro il 30 GIUGNO 2007. L'atto sarà portato al Congresso in Luglio 2007. E' ovvio che l'unico modo che abbiamo per essere sicuri che i cani nelle Filippine siano protetti è mettere il Governo Filippino sotto gli occhi del mondo.

Dog meat eating has existed as a long-standing cultural phenomenon in the Northern provinces of the Philippines. Historically, this ritual practice accounted for a relatively small number of animals. However, over the past 25 years, dog meat eating has rapidly proliferated for commercial rather than cultural reasons. Today, despite a national law banning dog meat eating, a multitude of restaurants exist exclusively to sell dog meat, and current estimates indicate up to half a million dogs are slaughtered and consumed commercially every year in the Philippines. Lack of enforcement and minimal penalties for convicted dog meat traders allow this cruel industry to thrive.

Call on the government of the Philippines to institute stronger laws and enforcement so that this cruel and illegal practice can be eliminated once and for all.

Save Man's Best Friend from the Dog Meat Trade - Say YES to House Bill 2991

 

WE NEED OVER 50,000 SIGNATURES BY APRIL 30, 2007!


This will help place global pressure on the Filipino government
to pass House Bill 2991 in May 2007 to stop the dog meat trade.


A Brief History of the Dog Meat Trade

Traditionally, dogs were sacrificed and their meat eaten when a family was faced with bad luck, or when a death was witnessed. It was the belief that a dog's spirit protected and guarded the spirits of the living family. However, this was an infrequent practice. Greed and corruption has evolved the ritual into a massacre of over 500,000 dogs a year in the Philippines as a commercial industry. Although most Filipinos detest the practice and do not eat dog meat, it is still concentrated in areas in and around Baguio City and the Cordilleras Region.

 



What is the current law?

The Philippines' Animal Welfare Act of 1998 (Section 8 of the Republic Act No. 8485) prohibits the torture of all animals with the exception of livestock. In addition, it does provide an exception to killing for religious purposes. Unfortunately, the Act fails for three reasons: (1) there is no direct prohibition against the commercial dog meat trade; (2) the penalties are minimal; and (3) there is a lack of enforcement due to corruption and bribery of police officers.

 

The cost of a trader to keep his business of slaughtering dogs for profit:

· Traders plead guilty and pay a fine of not less than One thousand pesos (P1,000 = $20.35) nor more that Five thousand pesos (P5,000 =$100.00).

· It pays for Traders to pay a penalty because it's actually less than bribing a police officer.

· It is a $3.8 million dollar industry and the payment of a penalty is small cost of doing business.

What needs to change?

Because this barbaric commercial industry provides a steady flow of income not only to the traders but to officials and police officers, the dog meat trade remains unscathed from the Welfare Act. However, House Bill 2991 is currently pending in the Committee on Revision of Laws that provides a stiffer penalty to dog meat traders. Introduced by Representative Francis Escudero, the creation of the bill was based on the need to upgrade an Act that, as noble as the objectives of the law are, the traders remain elusive because the penalty is unrealistic. The penalty must be upgraded.

 



What can you do?

OUR GOAL is to obtain OVER 50,000 signatures by APRIL 30, 2007. The Bill is expected to be addressed by Congress in May 2007. It is obvious that the only way we can ensure that dogs in the Philippines are protected is to place the Philippines government under the international spotlight.
